Upper management and office staff (marketing, accounting, HR, OD, etc.) are tone deaf. Eat expensive meals every week in front of staff and pay nothing for it. While you will see people get promoted, it is almost always not in the direction they wanted, causing really great people and managers to leave. My fav manager left after they took her out of her field of expertise and lied to her :/ HR only cares about corporate and not the people.
