Majority of the recruiters and sales people are horribly inexperienced, so it's really hard to fill roles. New training teaches recruiters and sales people virtually nothing because it's not reinforced in the branches. Outside of basic desktop and server roles, entire company really struggles to fill any complex roles which explains why they work with so few name brand clients.

Culture has shifted a lot in the last several years as they've chased metrics and started barking at people to do more instead of inspiring a higher level of quality. Turnover is spreading like wild fire.
